What are responsible bodies?

Responsible bodies are organisations who are partially or wholly responsible for MSP in their state. Their responsibilities may include developing Marine Spatial Plans, regulating and monitoring marine activities or improving the ecological quality of their seas. An advantage of having dedicated bodies is that they can work together across national boundaries to better implement MSP.

What are licensing bodies?

Licensing bodies award organisations and individuals licenses for particular marine operations, from laying cables to seal management. They may be the same as the responsible body for that country or they may be a different organisation or sub-organisation. There may be multiple licensing bodies for different operations.
